Headquartered in East Windsor, Connecticut, our primary focus is to significantly reduce environmental mercury-contamination associated with the improper disposal and mis-management of "spent" fluorescent and other mercury-containing lamps. About Us: Background
NLR is a Connecticut corporation offering turnkey lamp recycling services to a broad group of companies and institutions including private and government office buildings, industrial complexes, hospitals, insurance companies and other institutions, commercial establishments, and residential homes. Formed in November 1994
NLR's primary focus is for the reduction of mercury-contamination found through the mis-management of "spent" fluorescent and HID lamps. NLR's emphasis is on reduction of this "lamp waste" through a sophisticated but cost effective lamp recycling process.
NLR as a permitted lamp recycling facility, is considered a "volume reduction plant" according to Connecticut General Statutes and is therefore required to obtain permits to construct and operate a solid waste facility in accordance with Section 22a-209 of the Regulations of Connecticut State Agencies (RSCA).
In September of 1995, NLR owners, Raymond Graczyk and Robert E. Robert, submitted an application to construct and operate a volume reduction plant. Through extensive review and research conducted by Connecticut's Department of Environmental Protection coupled with data gathered by independent environmental analysts and consultants the Waste Engineering and Enforcement Division of Connecticut concluded that the results satisfied the conditions and NLR was therefore awarded a permit for construction and operation in May 1996. As a result of the permit to operate a solid waste facility, extensive testing and monitoring of the facility must be performed numerous times daily. In addition ongoing record-keeping and reporting for the State and Federal Government is required. Reporting is completed in accordance per subpart D 40CFR Part 262. The implications of this prevent the possibilities of an environmental breach that would jeopardize the health and safety of employees, personnel and the environment.
As Connecticut's first and only permitted lamp recycling facility, commitment to service, the health and safety of the general public coupled with upholding State and Federal compliance issues gives NLR an advantage over so called handlers or brokers.
